PFAS-Free Period Underwear: How to Verify Your Supplier Before Ordering

For brands selling period underwear in France, the European Union, or California, PFAS is no longer just a marketing concern. It is an important product compliance issue.

As regulations become stricter, retailers, wholesalers, and private-label brands need to know whether their products contain PFAS and whether their suppliers can provide reliable testing evidence.

This guide explains what PFAS is, where it may be found in period underwear, what buyers should know about current regulations, and how to verify a PFAS-free period underwear manufacturer before placing a bulk order.

Table of Contents

1. What Is PFAS and Where Is It Found in Period Underwear?

PFAS stands for per- and polyfluoroalkyl substances. These are a large group of man-made chemicals often called “forever chemicals” because many break down very slowly in the environment.

They have been used in products that need water, stain, or grease resistance.

In period underwear, PFAS may be associated with the leak-proof barrier, waterproof coating, moisture-wicking layer, or treated fabrics. It can also enter through laminates, threads, trims, or cross-contamination during manufacturing.

This is why a product labelled organic cotton is not automatically PFAS-free. The absorbent cotton layer and the leak-proof membrane are different components, and both need appropriate evaluation.

Can Period Underwear Be Leak-Proof Without PFAS?

Yes. Leak protection can be achieved through a suitable multi-layer construction and a breathable membrane without a fluorochemical coating.

For buyers, the important questions are how the barrier is constructed, what materials are used, and whether the finished garment has been tested.

2. PFAS Regulations in France, the EU, and the USA

Different markets have different PFAS requirements. Buyers should check the rules that apply to their destination country before approving a product.

France: Restrictions Effective from 1 January 2026

France introduced restrictions under Law No. 2025-188 of 27 February 2025 and Decree No. 2025-1376 of 28 December 2025.

For covered consumer textile clothing, the limits include:

  • 25 ppb for any individual PFAS under targeted analysis, excluding polymers.
  • 250 ppb for total PFAS as the sum of targeted analyses.
  • 50 ppm for PFAS including polymers.

Import is covered by the restrictions. Products manufactured before 1 January 2026 may benefit from a sell-through period ending 31 December 2026, subject to the applicable conditions.

European Union: Understanding the PFHxA Restriction

The EU has introduced a specific PFHxA restriction under Regulation (EU) 2024/2462.

For covered clothing, related accessories, and footwear for the general public, the restriction applies from 10 October 2026. It extends to other textiles from 10 October 2027.

These specific PFHxA restrictions should not be confused with the broader proposed universal PFAS restriction. Buyers should monitor regulatory developments and confirm the requirements applicable to each product.

United States: California PFAS Requirements

California’s AB 1817 restricts covered textile articles containing intentionally added regulated PFAS or meeting the applicable total organic fluorine threshold.

  • From 1 January 2025: 100 ppm total organic fluorine threshold.
  • From 1 January 2027: 50 ppm threshold.

Other US states may have different PFAS requirements. Brands should check the rules for every state where their products will be sold.

Important: Regulations can change, and product scope and exemptions matter. This article is a sourcing guide, not legal advice. Confirm current requirements with your compliance adviser or testing laboratory before importing or selling products.

3. How to Verify a PFAS-Free Underwear Supplier

A supplier’s website statement is not enough to prove that a product is PFAS-free. Before ordering, buyers should request evidence and check the actual product construction.

1. Request a Finished-Garment Test Report

Ask for a PFAS test report covering the exact finished underwear style you plan to purchase.

A fabric-only report may not cover chemicals introduced during lamination, bonding, finishing, or trimming.

Check the following information:

  • Testing laboratory name
  • Test date and test method
  • Exact product or style reference
  • Substances tested and reported results
  • Applicable detection and reporting limits

2. Ask What PFAS-Free Means in Numbers

The phrase PFAS-free should be supported by clearly defined testing limits.

Ask whether the supplier uses targeted PFAS analysis, total-fluorine screening, or both. These tests serve different purposes: targeted testing identifies specified substances, while total-fluorine screening can help identify possible fluorine contamination but does not identify the specific chemical by itself.

3. Check Certifications and Their Scope

Certifications can provide useful evidence, but buyers should check the actual certificate rather than relying only on a logo.

  • OEKO-TEX STANDARD 100: Check the certificate, product class, scope, validity, and applicable requirements.
  • GOTS: Relevant to certified organic textiles and their processing requirements.
  • GRS: Relevant when products contain certified recycled materials.
  • ISO 9001: Relates to quality management systems, not a standalone PFAS-free product guarantee.

Always confirm that the certificate covers the materials or finished product being purchased.

4. Understand the Leak-Proof Barrier Construction

Ask the manufacturer what the leak-proof barrier is made from and whether any fluorochemical coating or treatment is used.

A suitable construction may use a breathable membrane without a fluorochemical coating. Buyers should also ask how the materials are checked during production.

5. Request Evidence for Each Shipment

A one-time test report does not automatically prove that every future production batch meets the same requirements.

Ask whether the supplier can provide relevant test reports and certificates for each shipment, and agree in writing on what happens if a batch fails testing.

4. 10 Questions to Ask Your Period Underwear Manufacturer

Before confirming an OEM or private-label order, send your supplier these questions:

  1. Do you use fluorochemical coatings, finishes, or treatments in any part of the product?
  2. What material is used for the leak-proof barrier?
  3. Can you provide a PFAS test report for the exact finished garment?
  4. Which laboratory and testing method were used?
  5. What PFAS and total-fluorine limits do you test against?
  6. Are incoming fabrics screened before cutting?
  7. Are finished garments tested before shipment?
  8. Which certifications cover the exact product and materials?
  9. Can you provide supporting evidence for my destination market?
  10. Will PFAS requirements and test-report commitments be included in the quotation?

If a supplier cannot answer these questions clearly, do not make your decision based on price alone. A failed compliance check can lead to rejected orders, delays, or expensive product replacements.
